About Climate Pollution Reduction Grant

Through the 2022 Inflation Reduction Act (IRA), Congress provided many tools to pursue greenhouse gas (GHG) pollution reductions, including the Climate Pollution Reduction Grants (CPRG) program. The Genesee-Finger Lakes Region is experiencing more dangerous levels of flooding, drought, and extreme heat. With these and other climate challenges comes an opportunity to invest in a cleaner economy that can spur innovation and economic growth while building more equitable, resilient communities.

As part of the CPRG program the Genesee Finger Lakes Regional Planning Council will produce and submit three key deliverables between 2023 and 2027:

  • Priority Climate Action Plan (PCAP)
  • Comprehensive Climate Action Plan (CCAP)
  • Status Report

The development of the climate action plans will help the region tackle damaging climate pollution while supporting the creation of good jobs and lowering energy costs for families; accelerate work to address environmental injustice and empower community-driven solutions in overburdened neighborhoods; and deliver cleaner air by reducing harmful air pollution in places where people live, work, play, and go to school.

The Priority Climate Action Plan (PCAP), is a narrative report that inclides a focused list of near-term, high priority, implmentation-ready measures to reduce GHG emissions and an anlaysis of GHG emissions reductions that would be achived through implementation. The Genesee Finger Lakes Regional PCAP is focused on three sectors: Municipal Operations; Transportation; and Buildings.

The CPRG program provides $4.6 billion in competitve grant funding. Eligible applicants will compete for CPRG implementation grants to fund measures in applicable Priority Climate Action Plans. Applications are due April 1, 2024.

The Comprehensive Climate Action Plan (CCAP) will touch on all signficant GHG sources and sectors that impact the Region. The CCAP will establish near-term and long-term emissions reduction goals, and provide strategies and identify measures to achive those goals.
