Executive Summary Now Available

The Comprehensive Climate Action Plan (CCAP) Executive Summary is now available for public review, offering an overview of strategies to reduce greenhouse gas (GHG) emissions, strengthen climate resilience, and support a healthier, more sustainable future across the nine-county Genesee-Finger Lakes Region.

Since 2010, regional emissions have decreased 9.5%, driven by cleaner energy and efficiency improvements. Despite progress, transportation and buildings remain the largest sources of emissions. The CCAP identifies sector-specific strategies to address these and other sources:

  • Buildings: Energy efficiency upgrades and electrification.
  • Transportation: Expanded public transit, electric vehicle adoption, and enhanced bike/ped infrastructure.
  • Agriculture & Working Lands: Improved land management and soil practices for carbon sequestration.
  • Industry & Waste: Cleaner processes and materials management.

Developed using insights from existing municipal, county, and regional climate plans, the 2022 GHG Inventory, and expertise from Committee members and sector-based focus groups, the CCAP outlines short- and long-term strategies, measures, and tools to reduce emissions across the region.

The plan also provides guidance for municipalities on energy, transportation, land use, and resilience measures, while highlighting opportunities for regional collaboration to amplify impact. If implemented, strategies in the CCAP could reduce emissions by 10–20% by 2035, supporting New York State’s 2050 goal of 85% emissions reduction. Beyond climate benefits, the plan promotes public health, lower energy costs, economic opportunities, and stronger community resilience.
